Addins.xml help

I'm trying to get my mods to work but can not find requireauthorization=1 in addins.xml
the only .xml file in can find is at C:\Program Files (x86)\Dragon Age\addins\dao_prc_ep_1 but its called manifest and it only has information on awakening
I did this last time i played DA:O and never had a problem but now I cant find anything I need
any help?
