sanitize xml tool tells me to use the sanitize xml tool?

whenever i open damodder, it tells me to use the sanitize xml tool. so i try doing that, but all that happens is a second dialog box popping up, telling me to run the sanitize xml tool. i don't know if anyone else has had this problem before. is my addins.xml file just beyond saving?
